For that price I recommend either iPage or FatCow.

They both work great, and they probably offer even more features than he needs (Dreamweaver is supported of course).

Since they are old (in web terms), well established hosting companies their support is pretty good as is their reliability. Both offer money back guarantees.

As for the price, the iPage is $2 cheaper at the moment ($42/year).

I switched to ipage a year ago . Transferring my site was easy, email setup a breeze, and best of all there has been NO downtime! Customer service is polite and solved my billing issue promptly. Highly recommended.

I experienced little downtime, and websites load fairly fast. That is the only reason I am a ipage customer.

I have used ipage as my web host for over two years now and have been very very impressed with them. Firstly they’re very cheap but still give me more web hosting space and bandwidth than I’ll ever need, the ability to host unlimited websites, a 99.9% uptime guarantee and great customer support.

I’ve used ipage.com for a couple of years and I’m happy with it. I just transfered some domains from Yahoo! to ipage. Yahoo! wanted $34.95 US per year to keep the DNS there. I transfered to ipage for $15.00 for each domain and I believe that this includes adding another year to each domain name, in addition to how much time you already have for each domain.
